where can I find the forms and instructions if I need to respond to a civil law suit filed against me. The plaintiff is stating I owe them 11,750 dollars.

That is a sufficient amount for you to get an attorney. You might find one who will cut you a break on fees. You must file either an answer, demurrer, or motion to strike, or combination. The form answer may be found at http://www.courtinfo.ca.gov/forms/fillable/982135.pdf . Good luck!
