Marital settlement debt

My husband's ex has refused to pay $6,500 that was agreed upon in their marital settlement. He tried a contempt charge. It was dismissed as he could not prove she was able to pay. How can he get her to pay what she admitted in court that she owes? Garnishment? Is an attorney needed?
