if i get married in state of california and my spouse owes back child support (kids are grown and have their own kids) can they take or garnish my retirement or increase the amount that they take from spouses check?

No, but if you deposit your income into a joint account, they are not going to sort out who put how much into it. They can just take that money. New spousal income is not relevant to child support except as it might affect taxes on the paying spouse's income. But any assets the paying spouse has a right to, including money in joint accounts, can be garnished to pay the debt.
