Maryland state income tax collection in California

If the State of Maryland obtains a Lien of Judgment from a Maryland Circuit Court against a California resident for delinquent Maryland state income taxes, how likely is it that the State of Maryland will be successful in collecting those taxes through a salary garnishment ordered in Maryland on the taxpayer's salary in California? What collection options does Maryland actually have, what does California allow them to do and what rights and options does the taxpayer have? Thank you.

they have to first file for a sister state judgment in CA. it is not hard to do.
