Legal Question in Credit and Debt Law in California
Is this matter legal? Is there anything legally i can do? This is what the problem is I received a letter from Riverside public utility company stating:
Dear Customer,
On April 8. 2014 we received a Share pledge in the name Torsha Gray. In order to be eligible for this assistance , you have stated that you currently reside at 4829 Hedrick Ave. with the account number 521863-142156. You have been added as co-applicant on that account which makes you equally responsible for the bills. We have also determined you have an outstanding balance with the City of Riverside from a previously closed account named above. This letter is to inform you that the unpaid balance at your previous residence will be transferred to your current utility account. The total balance will be past due and payable immediately. Failure to pay this balance by April 14, 2014 may cause your account to disconnected. Your current bill also must be paid by its due date.

I am not authorizing Torsha Gray to be added to my account as a co applicant. She only stayed here for 3 1/2 weeks and isn't staying with me anymore. I don't know where she is and don't know how to find her. This matter of her closed account with a outstanding balance is being forced on me and I didn't know her at that time and I had nothing to do with her unpaid bills and she isn't a renting this home with me and isn't authorized to have any business to have access my accounts or bills I opened and been paying on in my own name. The account she had with them needs to be taken up with her not forced on me by adding her to my account as a co-applicant and holding me responsible for another adults account she didn't pay. This is affecting me and I'm being threatened by the electricity that I have to pay Torsha Gray $550.12 for account 494684-160193 and pay my own bill by its due date or they are going disconnect my electricity. How is that legal and what can i do to have Torsha Gray bill to be restricted to be added on my account/bill?
To explain how this all started here it is if it's necessary to answer my question:
When I moved into the house I am renting I had the electricity turned on in my name Tee Hardy in November 2013 with Riverside Public Utilities. On March 6, 2014 to April 10, 2014 I let Torsha Gray stay in my home in the agreement she would pay $160 towards the electric bill before she leaves April 10, 2014. Torsha Gray went to Share for assistance to pay her part we agreed she pay for staying in my home. She didn't have the money to cover her portion for this month and Share sent a pledge to the riverside public utility company in her name but paid it towards my account in my name Tee Hardy.
that since they received a pledge in Torsha Gray name for the electric account at my home address they are going to add her to my account as a co-applicant to make me equally responsible for the bills. They determined

First, why would you post so much personal details on an open forum website, you may want to contact LawGuru and have this post removed.
How is this legal? You had her staying at your house, you told her to pay $160 toward the rent, she did not have the money so she applied for Share to pay utility bills. What is the utility company supposed to think. She is asking for help on the bills and she certified she lived there. It sounds like you knew she was applying for Share.
T think You have two options pay the bill or convince them that she is now gone and remove her past due amounts from your bill.
