If you were married at the time they were incurred, then yes, you are liable.

Sort of. You cannot be sued for it, but your community assets, i.e. bank accounts, homes, tools, etc, can be taken once a judgment is entered against your spouse, even if those assets are solely in your name. There are legal ways to protect your assets, but you really should use an attorney to assist you.
