Legal Question in Credit and Debt Law in California

I missed a $27 min credit card payment on 3/12/17.

My new statement shows a new min payment of 78.67 due on 4/12/17.

Is it legal in California for the credit card companies to add on fees to the min payments?

Seems like they are making it harder now for me to get caught up and make that min payment.

I thought the new min payment for 4/12 would be $54.

Yes. It is perfectly legal to require late fees to be paid before money is applied to the payment due. That then makes the minimum payment equal the minimum principle and interest payment, plus fees.
