Legal Question in Credit and Debt Law in California

money

I got my state income tax check my husbands name is on it also so we went to a check cashing place to cash are refund and my husband owed this place 600.00 from 2004 so they would not give us back our check back until we gave them half .Was that legal them keeping our check they refuse to give it back

You could have refused to cash the check there. They legally could not collect on the old debt, as the statute of limitation on collecting a debt based on a writing is 4 years. Since you voluntarily gave them the money, you don't have any recourse.
