My mother is being sued by the director of health care services (medi-cal) for my grandmother's 166,009.99 debt. How does she file the written response? Can they take the home we live in because it was gifted to my mother when my grandma passed away?

Being sued is a serious matter and fighting any government agency is a tremendous undertaking. Your mother should hire a lawer to represent her in the case because so much is at stake.
If she can't afford a lawyer because she has a low income and/or if she is a senior citizen, then she might be be able to get some free legal help that would be much more meaningful than a short answer here. To locate free legal help, check the website for the county court where she is being sued. Also contact the local, county bar association, and they should be able to point you in the right direction for free legal services.
If she is not low income, then it would be a good idea to shop around for a lawyer and prioritize this as an expense.
