Negotiating with creditor to make full payment for a deliquent amount

I am trying to pay off debt that has gone to collections. What are the best steps to negotiate with them to lower the payment? Can I just send them a letter (& if so, does any one have a sample letter) or is it best to speak with them when they call?

I understand that I can probably negotiate a lower the amount instead of paying the full amount. But what is the best way to go about it.

Any advice is much appreciated. Thanks.
