Neighbor is using our address and phone number and we are being harrassed by bill collectors for her bills .What can I do?

You can file a restraining order against your neighbor forcing her to stop using your address and phone number.
Unfortunately, the legal system is not well-equipped to handle this type of problem.
I would start with a strongly worded letter to the neighbor, demanding that she immediately notify all her creditors of her proper telephone number and address. You might talk to your post office about making sure the mail is properly directed. You could change the recording on your answering machine to say that if a caller is looking for your neighbor, then your neighbor's telephone number is xxx-xxxx. Naturally, you need to give each collector who calls you the neighbor's number and address.
