Can non US citizen able to suit US citizen in US court?

My x-inlaw asking for her money back after 9 years, there is no promissory note.

and I did not promise anything on verbally or writting. X-inlaw sent the money $5000 per month for about 3 years. The main purpose for the money use for family living expenses and kids school expenses. When I and x wife divorced 2 years ago, the x-inlaw in Korea asking for part of downpayment . Now my X-inlaw in

United States on Tourist Visa and suiting me for part of the house we sold last year.

My questions are:

1, Can A Foreigner on Tourist visa sue US citizen?

2, Can my x inlaw sue for money back after 9 years, Even if there is no proof but

some of bank statements show x-inlaw sent the money form Korea to U.S.A.

2. you should plead statute of limitations as a defense.
