Non-Export Agreement

If a person purchases a vehicle under their name or company and signs a non-export agreement with a term of 1 year. Is this agreement enforceable if the vehicle is later sold and the ''New owner'' exports the vehicle. I/we don't have any control what the new owner will do with that vehicle.
