Legal Question in Credit and Debt Law in California

I just got a notice from my credit card company, Citizens Bank, stating that they could not send me a new card. My current card is to expire at the end of the month. They stated the reasons as:

ratio of finance charges to balances over the last 3 cycles

length of time account has been opened (it's been open for 3 years)

number of cycles in a row balance decreased in the last 13 cycles

deliquency and utilization history of your account

I have never been more than a couple days late. I charge it up and then I pay it off in $100 increments. I rarely pay the minimum. I called to find out what EXACTLY what this all meant and they said I wasn't using the card enough. Even though I've always been a good consumer and paid on time and early.

My question is: can they require full payment immediately? Is it better for my credit record to let them end my account or should I cancel it?

Get a different credit card. For bad credit risks, try Capital One credit cards.
