Legal Question in Credit and Debt Law in California

In November of 2011 I purchased a starter kit for electronic cigarettes.I phoned the company's 800 number and said that they were not to send me any additional product unless I specifically ordered it.Three weeks later I was going through my prepaid debit card account and noticed that $40.00 had been deducted by this company.I called the Walmart money card number and told them that I had not ordered anything from this company and would like to be credited the $40.00.They told me to call the business and get a cancellation number.When I called the man said that the order had been shipped that morning but they would credit $20.00 then and the other twenty when I returned the merchandise.I phoned Walmart to give them the cancellation number but they said it wasn't necessary that they had already reimbursed the $40.00.About a week later I went to put more money on my card and was informed that a block had been placed on all my walmart cards because I had a deficit of $18.90.I realized what had happened so I called the cigarette company and asked when I was going to receive the product and they said I should have already received it.I waited another week and when nothing was forthcoming I called both the company and Walmart and said "How can I return something I've never received"?After several calls to the company I finally got the message through to them that I had NOT gotten the cigarettes or what ever it was they supposedly sent.They agreed to refund the additional twenty.Two days ago I checked the status of my debit card and they had indeed refunded the money so I now carried a balance of $1.10.I called Walmart and asked if the hold had been lifted from my account and they replied no that I would have to send them a copy of the transaction,I don't have a copy since I never got anything!So now Walmart is holding my money hostage,it isn't much but it is mine,how do I go about legally getting my money?

Go to a higher up official at Walmart and briefly describe the problem and that they will lose you as a customer if they do not correct their records. Make sure it has not been reported to any of the credit rating agencies. You could try some of the radio or TV help line reporters.
