Obtaining credit reports

We received a small claims judgement on renter in the past. Renter never paid the judgment and we need to locate them. Can we obtain a credit report on them based on a written permission to check credit from 10 years ago?

I would be reluctant to use that written consent, as it was probably given only in connection with creditworthiness for purposes of rental. You might hire a private investigator to find them or, if their names aren't too common, try http://www.zabasearch.com (a free search engine that is amazing and scary).
