Legal Question in Credit and Debt Law in California

i was overpaid by EDD 13500 (including penalty) and now owe it back in 24 months...then if its not completed i get to pay a court fee and penalty, plus interest to give me an additional 24 months....there is no way i can pay this...what can i do besides bankruptcy ??????

If you do not repay your overpayment promptly, EDD will deduct the money owed from your future weekly unemployment or state insurance benefits as an offset.

They will also take your tax refunds to pay it.
