I owe back Ca. state taxes and medical debt. Will my fiance have any liability if we marry in California?

Yes and no. Your fiance will not become personally liable. However, any funds that you have legal access to can be reached by creditors. So if you are making payments or otherwise do not wind up with the creditors seizing assets, you and your fiance are fine. If the creditors start going after accounts and assets, however, anything with your name on it, such as joint accounts and community property, can be the target of collections regardless of the source of the money.
