Legal Question in Credit and Debt Law in California

If someone owes me $825 from Dec. 2001 and has still not paid, what can I do to get the money? I have an actual receipt of the transaction but he has been MIA until recently when I found his information working in Alaska, where he had lived back then. At the time of the transaction, I was living in Colorado but am now in California. If I was to file a small claims suit, would that even apply or has it been too long?

As between two California residents, the legal time limit is (was) 4 years. Whatever legal time limit applies depends on where the transaction occurred, where he lives now, and where he lived during the period Dec. 2001 to present.
