A past debt is being garnished from my weekly income at work. What can I do to stop this and can I still try to offer a settlement or is it to late?

The reason your paycheck is being garnished is because you got sued and you blew off the lawsuit. You could consult a lawyer about filing for Chapter 13 bankruptcy, which would stop the garnishment immediately.
