Does he have to pay ambulance fee?

My friend received a letter from a collection agency demanding the payment for an ambulance fee from four years ago. He doesn't think he is obligated to pay, because of the following reasons.

1) The hospital never sent a demand letter since they sent the first and last letter four years ago.

2) He was mistakenly forced to put in the ambulance by a police officer who assured him that the ambulance fee will not incur when he had a little spat with his ex-lover who called the police.

Is there any way for him to get away from this?

If the debt is not based on a judgment, then the 2 year statute of limitation for oral agreements has run. Feel free to have your friend contact me tomorrow or during the week.
