Payment for Home Improvement

I hired a contractor in February of 2005 to do some home improvements on my condo. While the work was going on I asked the contractor for a partial invoice. He never got it to me. After the work was complete, I asked repeatedly to be invoiced and at the very minimum an estimate of what the work amounted to. He kept putting it off and never ended up invoicing me. Now, a year and a half later, I get a call from him, telling me he needs to invoice me.

I know the work was done and I know I owe him the money, but I tried to get him to invoice me at the time, when I did have the money, but he did not. Do I still owe him the money, seeing as it's been a year and a half?

Of course you still owe the money. The contractor's negligence in delaying the billing does not excuse you from paying for the services that you happily accepted.
