payments on bills
If I am making payment on a bill and they demand more then what I can pay, do they have the right to send it to collections? I can't pay anymore then what I have. And can they charge interest on the bill? And what about my bank account. Not that there is any money in there, can they get access to that?

The answer to whether they could ask for more depends on what your agreement is with the credit provider. As for access to your bank account, that can only usually occur if they get a judgment against you after filing a lawsuit. The only exceptions I can think of are the IRS and if your bank account is tied in with a credit card on which you owe money.
