My personal information was used to obtain a student loan

I'm being held responsible for debt incurred by my daughter. She appiied for a loan from the U S Department of Education using my personal information. I found out when I received a billing notice. I filed a fraud complaint along with all the information they requested with the U S Department of Education and they still refuse to remove the loan from me. What can I do further to resolve this matter?
