Legal Question in Credit and Debt Law in California

I had a dealing with an agency that was rather unpleasant, not only did the person verbally insult me, he stated he was notifying me that he was recording everything. When I advised that I did not give him permission to record he advised that per Ohio law (company is in Ohio) he did not require my permission, From what I've read, if the conversation crosses state lines it falls under Federal jurisdiction not the originating state. I feel as if my privacy was violated (company called unlisted numbers not connected to me) and seriously offended by the insults. Can they treat people like this?

No they don't. They are violating federal fair collection laws.
