picketing within the law
is it legal to write the names and adress of people who owe you money (signed construction contract)on a picket board asking to be paid and peacefully walk around the neighbourhood without risk of law suit.

No. That is why we have courts. Just because they signed a contract doesn't make the contract valid if, for example, you are not a licensed contractor and you charged more than $500
