If I prepay for Merchandise and never take delivery in California am I entitled to a 100% refund?

Maybe, maybe not. You may be obligated to take delivery or abandon your payment. It depends on WAY too many details of the transaction to answer in a Q&A like this, especially with a question with ZERO details.
