What is the procedure in the state of California to file a motion to vacate a judgement? The paperwork? Proper letter?

You must file a written motion with the court asking the the judgment be vacated and set aside; however, there are time limits, and there must be some impropriety in the judgment. You would be well advised to talk to a lawyer in your area and seek their assistance.
