Legal Question in Credit and Debt Law in California

I am a Realtor and turned utilities on at a property in December 2009. The property closed escrow in April. I just received a bill from the DWP for 12/23/2009-9/21/10. They told me that this sometimes happens that the bills get delayed and it was ok for me to make payments? Don't they have any obligation to get their bills out in a timely manner?

I probably never called to turn utilities off because I had no bill for these services in my file. They bill bi-monthly.

Sure they have an obligation to get the bills out timely. Is it a legal obligation that gets you out of paying? Nope.
