Legal Question in Credit and Debt Law in California

I received a "final bill" from a cable company and paid the full amount with a credit card. A day later the company automatically deducted the full amount from the account on record. I demanded a refund of the full amount since it had been double paid. They refunded 60% of the amount claiming that there was a "credit on the account" for discounts applied upon start up of the contract that they applied against the refund (I'm not even sure they got there debit/credit correct there). There was no invoice or paperwork showing any detail of this withholding of my money. I was simply refunded 60% of the amount I initially overpaid. Is this legal???

You have an accounting issue, not a legal one. Either you still owed 40% of a monthly payment or you didn't.
