Legal Question in Credit and Debt Law in California

I received a summons by a third party debt collector. The credit card debt has been charged off and written off in 2007. Can they sue me ?

Charging off the debt simply means the original creditor simply wrote it off for tax purposes. This does not cut off the creditor's right to sell the debt or sue the the debtor. If sold to a third party debt collector, you can legally be sued if you owe the money the statute of limitations has not expired.
