Legal Question in Credit and Debt Law in California

Recently I was contacted by a company named National Crime Center. They proceeded to tell me that I owed $300.00 to a cash advance company. I never owed 300.00 to any cash advance company and they said they were going to serve me a summons. Have you ever heard of them and can they do something like this?
