Legal Question in Credit and Debt Law in California

Recieved a Summons that was filed in wrong county

Hi, I received a summons saturday that was sent to me through the mail with no return address and it looks like it was missing about 4 pages since there are pieces of it left attached to the staple. Is it legit for them to mail it or were they supposed to hand it to me in person? Also, I noticed that the date that the document was to be served was dated a few days before they sent it out. Another question that I have is that they filed the lawsuit against me in the wrong county. I have done some research and I know that I need to send a letter to the court. Do I need to send a copy of the letter to the other party as well? What is the best thing for me to do? I can't afford to hire an attorney. Any help is appreciated. Thanks!
