relationship of foreign law to California

Are there Ca. Codes or Rules referring to the court taking notice of other state and federal laws and/or court cases that may be cited?

The court may look at these as persuasive if they're on issues that the court is considering -- especially if there's no precedent in CA. If the matter directly involves laws from other states or the U.S., the court should take judicial notice and give full faith and credit per the Constitution.

Yes if you ask the court to take judicial notice of the matter. See primarily California Evidence Code sections 451, 452 and 453. Section 451 lists the things of which the court must take judicial notice, section 452 lists the things of which the court may take judicial notice, and section 453 states that court "shall" take judicial notice of any matter described in section 452 provided the party requests judicial notice, gives the adverse party sufficient notice and "furnishes the court with sufficient information to enable it to take judicial notice of the matter."
