Legal Question in Credit and Debt Law in California

I requested a reduction in my interest rate on a personal loan from my credit union under their hardship assistance program. My request was denied, however based on the information I provided in the hardship assistance application, they also closed the line of credit I had on the loan. They did this without any prior notice, and nothing in the application stated that they could take adverse action against me based on the information I provided. Is it legal for them to do this?
