Legal Question in Credit and Debt Law in California

Retirement over pay 15 months ago

I retired 15 months ago and just yesterday I recieved a bill for $980.00 dollars that they say I was overed payed. My question is after 15 months and not knowing I was over paid do I owe this money? Then today I was sent a notice that if I don't pay I will be sent to a collection agency. My pay out was over $45,000 in sick leave and vacation and I have no idea if it was over or under I took there word it was right 15 months ago. There was nothing sent or said to me from the City of Stockton for that 15 months.

THANKS FOR YOUR HELP
