Legal Question in Credit and Debt Law in California

Were my rights to privacy invaded?

Until recently, I was using a well know long distance service. A dispute came up over a bill that came out to over $500 for one month. I work on the internet and the number that I was dialing into was apparently just ''out of bounds'' of being local (12 miles) although in the same area code but was billed as long distance calls (I thought I was dialing into my immediate hometown area). I put in a dispute as well as cancelling my service with them but after about a week, people started to tell me that they could not reach me on the phone. They were intercepted by a ''usage mgt svc'' who would ask these people (calling me, not vice-versa!) for their names, numbers etc and refused to put them through otherwise. I had a friend call as I listened (and recorded) the exchange and these operator were going as far to tell my friend that they were being blocked because I did not pay my bill! When my friend reminded the operator that this was her dime, she still refused! What's up?
