Secondary credit numbers

Hi..I would like to know how a secondary credit number works?I was told it is a legal way to establish a new credit file .I hear a lot of people say it's illegal and then others say that their is a loophole where it's legal to use?although you will still be responsible for paying off your old delinquent bills under your ssn. thx

Who are the ones that say its legal - let me guess - the people who are selling information about how to do it? Hmmmm... sounds fishy to me. It is not legal to create a new credit file. This same question has been asked and answered many times on this board - search for the previous posts.
