Legal Question in Credit and Debt Law in California
Who To Send
Can I be picky about who to send to collections? What are the laws pertaining to collecting debt on a defaulting account?

If the debt is overdue, you can file a lawsuit. You should send a demand letter for payment prior to filing a lawsuit so that you can recover your costs and perhaps attorneys fees. Please contact me if you have any other questions.

Your use of the word "picky" is a bit ambiguous in regards to your question in general. However, if you are asking whom and/or when you can start collections against a debtor in default, you may do such at anytime the account is significantly past due to warrant the effort(s). The person or entity actually owing on the alleged debt would be the proper legal party of interest to assert your claims.
