Legal Question in Credit and Debt Law in California

Service of Process

Can i sue a US citizen (debtor), who's now

living in the United Kingdom, in a court in

the US? If so, how do i serve him papers

and compel him to appear in court here?

Can the trial proceed on his assets if he

does not show up?
