serving a summons for state civil case

What is the legal way to serve a summons? Must the person serving the summons first identify the person who they are giving a summons to (ie: are you so and so). Is this required?

There are several ways to serve a summons (and the accompanying documents such as the Complaint). They are set forth in Code of Civil Procedure at about Section 415, see www.leginfo.ca.gov to search California law. The usual and best procedure is personal service by a professional process server, which is kind of like the childhood game of Tag or Baseball, except when you get tagged with the document the server doesn't have to say, "You're It," "You're Out," or anything at all.
