Small claims procedures

I have been hired by a city agency to investigate cases of fraud involving section 8 (community housing). The agency has a list of recipents that have been removed from the program after fraud or policy violations have been established. They then enter into written agreements with the former recipent to repay the overpayments. They had been using a collection agency, but have not been getting any results.

The question is, can I file for judgements in small claims court. Where I am not clear is, up to $5,000. But I have also read that I can only file up to two $2,500 claims but not break up one claim to satisfy the maximum amount. So in reality, if I have a judgement for example;$9,000 - I can only file for $2,500?

Also, what does it mean by $5,000 maximum per year. Does this apply to total of anything I might file against one person or collectively of all claims as all of these claims will fall under one court venue.

In other words, this agency is trying to get something back as a recovery even if the total amounts exceed what small claims allows.
