Legal Question in Credit and Debt Law in California

My son cosigned for a car loand over 10 years ago. He was never in possession or used the car and the car has been repossessed. Apparently, the creditor has been trying to get money from the two parties all these years. My son's work was on cruise ships so he has been out of the country 90% of the time. And since last June to the present, he has been in Singapore. Just recently, we learned of a Notice of Levy and his bank accounts are now frozen. What is our recourse? This is causing hardship for him especially since he is out of the country.
