In the state of California, is it legal to not pay for a salon service if you say that you are "dissatisfied?"

You are not allowed to determine if the person is to be paid by making a subjective judgment on your own. Some merchants voluntarily give a "refund" by not charging you, but that is at their option. Otherwise, their would be some customers who would always complain and never pay.
