Legal Question in Credit and Debt Law in California

Statue of Limitation

If charged with a crime in criminal court in 4/2004, but not arrested until 10/2004. What is the statue of limitation to file a civil case for the same crime? What if an insurance co received a claim to pay the victim in 12/2004 - what is their statue of limitation to sue?
