Does the Statue of Limitations on debt collection apply to a federal government debt that is over 10 years old, that I only found out about a few moths ago?

Not the state statute. There usually is a federal limit on debts to the feds, depending on the basis for the debt. Also, be careful. The feds are usually pretty good about letting you know you owe them money. Just finding out about a federal debt ten years later sounds like a scam.
