Stature and Limitations

My car was in an accident on 10/2000. when I went to see the car at the towing site I was never given a bill about the towing. I signed the car over to them where they were to keep it and sell it for parts...now 2 days ago I recived a letter from collections stating that I owe 701.00 for storage and towing. This is the first time of hearing about the car since 10/2000. I'm I responsible to pay after 4 years?
