student loan dismissal

I would like to know if I am responsible for guarranteed student loans if my eligibility for the school for which the loans were used, is in question.

The school required me to have a high school diploma or G.E.D. in order to be accepted for enrollment. I have neither of these documents yet the school enrolled me anyway. I did eventually graduate. I did not benefit from this school and owe $23,000 in loans plus am out of pocket approx. $1800-2000 in books and supplies.
