Legal Question in Credit and Debt Law in California

I am a student at a UC. Recently all but $445 of my Financial Aid for the Spring Qtr. was taken by the school's Financial Services Office to pay for ongoing dental services. Prior to this, I was to take in the first bill I received to make payment arrangements with Financial Services. I had received the bill just prior to beginning finals at school. I was waiting for my Financial Aid disbursement to make a payment and payment arrangements. Can all of my Financial Aid for Spring Qtr. be taken by the school to pay for dental services?

Unfortunately, this is a fairly obscure question (I doubt that many attorneys on these board have ever dealt with this issue directly). As such, really the only way you will get an answer is to have an attorney review all of the documents related to your admission, the dental services provided, and your financial aid before they can determine if what UC did was legal. My best-guess without reviewing your information is that they do retain the right to do so. Your best bet is to first go back and review the documents dating all the way back to your admission. Next, go ask the Financial Aid office to point you to what you signed that said they have the right to intercept your financial aid to repay a non-school debt.
