what steps do i need to take after being
served papers? i should be able to pay
the debt in an installment plan. do i
need to see a lawyer

You might have some defenses, including statute of limitation, overstatement of the amount, you're not responsible for the debt, etc. It would be wise to speak with an attorney.
Within 30 days you will have to file a responsive pleading -- usually an answer. The forms can be found on the Judicial Council website.
